Update:
So, I purchased a caliper kit for both calipers. The SV kit had the wrong size cylinder seals. Apparently the ABS version is 25mm and the non ABS is 30mm. The k&l kit was the solution. Once I had both kits in hand I had both calipers rebuilt within two hours. I did a thorough cleaning using brake cleaner and a tooth brush. The SV caliper had a white gel like substance behind the cultivar that was not moving. The fluid in the caliper must have swelled due to moisture. once rebuilt and on the bike, I used an air compressor oil bleeding tool to repopulate the lines with the new dot4 fluid. I then bleed the brakes like usual to get out all the air. Both front and rear work like new.
